Ever since his accession to power, Muhammad-Ali Shah had strong opposition from the more liberal members of the Assembly. After the failure of the first attempt to destroy the Constitution in 1907, efforts were made to bring about better relations between the Shah and his subjects, and a Conciliation Committee was formed, but the gulf between absolutism and democracy was too wide to be bridged. On June 23, 1908, by the order of the Shah, the troops surrounded the parliament and artillery fire was opened, destroying a large part of the Assembly House.
