The dies for this medal were made in Germany using the same obverse die of the issue for the visit of the Shah to Berlin. After visiting Berlin, he was scheduled to go to Russia for his last visit before returning to Tehran. Because of some discrepancies in the planning, the meeting with Alexander III of Russia was cancelled, and this medal was never issued.
