Emil Johann Rudolf Frey (1838-1922), aufgewachsen in Basel, zog in den nordamerikanischen Sezessionskrieg und brachte es dort bis zum Majorsrang. 1872-1882 Herausgeber der Zeitung Basler Nachrichten. Ab 1875 Nationalrat. 1882 Gesandter für die Eidgenossenschaft in Washington D.C. Von 1890-1897 Bundesrat mit Ressort Militärdepartement.
