Grierson/Mays p. 119-121 explain convincingly why the mint is Constantinopolis. S - M meaning Sacra Moneta.

Commemorating the joint consulship of Theodosius II and Valentinian III, the latter not yet augustus. (Grierson/Mays).
RIC p. 77: This was not an issue commemorating Valentinian´s caesarship, rather the purpose was to finance the Italian expedition of that year.
