From 1974 until 1994ce, Emile Rousseau (1927-2010ce) was the chief engraver at the Paris Mint. His privy mark is a dolphin, as seen here on the 1975 issue, and is rarely encountered on Tunisian coinage.

This medal was usually awarded by the university along with a doctorate honoris causa. Possibly, this particular item could have been engraved uniquely for Habib Bourguiba himself.
